Develop Watershed Plan Outline

The watershed plan provides a context and a road map for how you are going to manage the watershed. You want to provide enough information in the plan so that it clearly shows how you developed your goals and how you intend to achieve those goals. Many watershed plans are broad, exhaustive documents with lots of historical information, but no clear, concrete plan of action that links back to the major problems and sources of pollution in the watershed. In addition, many plans do not quantify the pollutants so that it’s almost impossible to determine the amount of reductions that are needed to achieve goals.
