The Estuary Restoration Act (ERA) (PDF) (26 pp, 78K) promotes the restoration of estuary habitat; by development of a national Estuary Habitat Restoration Strategy (PDF) (7 pp, 62K). The Act also establishes the ERA Council for creating and maintaining effective partnerships within the Federal government and with the private sector; to provide Federal assistance for and promote efficient financing of estuary habitat restoration projects; and to develop and enhance monitoring, data sharing, and research capabilities.
Ocean Commission on Ocean Policy and Pew Oceans Commission
The goal of the Joint Ocean Commission Initiative is to accelerate the pace of change that results in meaningful ocean policy reform. Annual Ocean Policy Report Cards assess of the nation's collective progress made in implementing meaningful ocean policy reform.

This Final Report of the U.S. Ocean Commission on Ocean Policy voices concern for protecting and enhancing our ocean and coastal resources. This report recognizes the importance of managing ocean and coastal ecosystems through regional and watershed-based collaborations, including increasing and improving water quality monitoring. The themes in the Commission on Ocean Policy report closely align with many EPA water quality priorities.
