EPA issued a guidance document to help permit writers and the regulated facilities understand and implement the wastewater regulations for manufacturers of organic chemicals, plastics, and synthetic fibers (OCPSF). The guidance document is particularly helpful for interpreting the extensive chemical nomenclature associated with the OCPSF regulations.
In 1987, EPA promulgated Effluent Limitations Guidelines and Standards for the OCPSF Point Source Category (40 CFR 414). Because of the extensive list of chemical products manufactured by facilities within this industrial category, and the fact that this regulation interfaces with other industrial categories in which similar chemical products are regulated, we receive many requests to interpret the applicability section (40 CFR 414.11) of this rule. We also receive many inquiries regarding chemical names, trademarks, and generic references. Although the regulation was issued more than 15 years ago, this guidance is still timely for use primarily by permit writers.
About this Guidance Document
This guidance document will provide technical assistance in determining the applicability of 40 CFR 414 to various products manufactured by facilities within this industrial category. This document will also assist control authorities in understanding chemical nomenclature associated with this rule. The Appendix to this document provides additional guidance in determining the applicability of this regulation to organic chemical products.
