FS-1 (a,b) [related to FS-1 in FY 06]

Measure:
Number of States, Territories, and authorized Tribes that have adopted the new fish tissue criterion for mercury.

Definition/How to Report:
This is a cumulative measure. The WQ Standards Coordinators will provide the count of states, territories and tribes that have adopted the new fish tissue criterion for mercury for all waters, or for selected waters.

FS-2 (a,b) [related to FS-2 in FY 06]

Measure:
Percent of river miles and lake acres where fish tissue will be assessed to support waterbody-specific or regional consumption advisories or a determination that no consumption advice is necessary.

Type: Target

Definition/How to Report:
This is a cumulative measure of the extent of lake areas and river lengths that are under a fish consumption advisory, or if not, have been assessed by states/territories/tribes as not needing such an advisory. The national baseline for this target is 34.5% for lakes and 16.1% for rivers based on state/territory/tribal reported advisories to HQ in 2002.

As part of its annual fish advisory program survey, OST uses its National Listing of Fish Advisories database to collect information on fish advisories from states/territories/tribes.

For computational purposes, the national percentages are calculated using the total number of lake acres (40,826,000 acres excluding the Great Lakes) and river miles (3,547,000 miles) in the National Hydrography Database.

In developing targets, HQ starts with the previous year’s information on the percent of lake acres and river miles that are under a fish advisory issued by a state, territory, or tribe. To this number, HQ adds 2% for lake acres and 1% for river miles based on the trends from previous years. HQ does not include the Great Lakes or their connecting waters in this report. (All of these waters are under fish consumption advisories.)

Reporting is now every other year, which means that the reporting in even-numbered years will be an estimate based on the previous year report adjusted for any significant change (such as a new state-wide advisory) that we become aware of.
