Information Related to FY2009 Section 319 Funding

Competitive Grant

EPA is soliciting proposals from eligible Tribes and intertribal consortia to develop and/or implement watershed-based plans and other on-the-ground projects that will result in significant steps towards solving NPS impairments on a watershed-wide basis. Proposals are due December 15, 2008. EPA anticipates awarding an estimated $3.8 million in Federal funds under this solicitation. Last day to submit questions about the RFP December 5, 2008
Deadline for receipt of proposals in hard copy to Region or electronically through Grants.gov December 15, 2008
Headquarters notifies EPA Regions of selections for competitive 319 grants March 20, 2009

Tribes submit final competitive grant application to EPA Region April 20, 2009

Base Grant

EPA anticipates awarding section 319 base grants to eligible Tribes in the amount of $30,000 or $50,000 of Federal section 319 funding (depending on land area) on a noncompetitive basis. Work plans are due December 15, 2008. Section 319 base funds may be used for a range of activities that implement the Tribe's approved NPS management program, including: hiring a program coordinator; conducting NPS education programs; providing training and authorized travel to attend training; updating the NPS management program; developing watershed-based plans; and implementing watershed-based plans and on-the-ground watershed projects. Note: For base grant guidance for FY 2009 and beyond, applicants must reference Section A in the FY 2007 Section 319 Grant Guidelines in the PDF above. Information related to competitive funding under Section B is null and void.
