Electronic Reporting Under the 2015 EPA Multi-Sector General Permit (MSGP)

Overview

The 2015 MSGP requires operators to electronically submit notices of intent (NOIs), annual reports, notices of termination (NOTs), discharge monitoring reports (DMRs), and no exposure certifications unless the EPA Regional Office has granted the operator an electronic reporting waiver, in which case the operator may mail the paper forms provided in the 2015 MSGP (PDF) (376 pp, 3.4MB, About PDF).

Operators without an EPA-granted electronic reporting waiver must use:

  • NeT-MSGP (the NPDES eReporting Tool for the MSGP) to electronically prepare and submit NOIs, annual reports, NOTs and no exposure certifications; and
  • NetDMR to electronically prepare and submit DMR monitoring reports.

Accessing NeT-MSGP (for preparing and submitting NOIs, annual reports, NOTs and no exposure certifications)

NeT-MSGP is accessed through EPA’s Central Data Exchange (CDX). To access NeT- MSGP from CDX, users must create a CDX account registered in NeT-MSGP or update an existing CDX account by adding the NeT-MSGP program service (instructions below).

Note for existing dischargers: EPA requires existing dischargers covered under the 2008 MSGP to submit a new NOI for coverage under the 2015 MSGP using NeT-MSGP, instead of the Stormwater eNOI (SWENOI) system used for the 2008 MSGP. Existing dischargers are not required to submit a notice of termination to terminate coverage under the 2008 MSGP. If your facility no longer needs industrial stormwater permit coverage, you do not need to submit an NOI for coverage under the 2015 MSGP. However, you should terminate coverage under the 2008 MSGP electronically using the SWENOI system (if your original NOI was submitted electronically) or by submitting a paper notice of termination form at http://water.epa.gov/polwaste/npdes/basics/upload/msgp2008_appendixh.pdf (PDF) (2 pp, 66K, About PDF).

If you are a new CDX user (a user without an existing CDX account), click here to create a new CDX account registered to the NeT-MSGP program.

If you are an existing CDX user (a user that has an existing CDX account), click here to register your CDX account to the NeT-MSGP program.

Paper Electronic Signature Agreements:
Users registered with a “Certifier” or a “Duly Authorized Representative of Certifier” role (i.e., the role with the ability to electronically certify and submit NOIs) in NeT-MSGP are required to sign an Electronic Signature Agreement. If you are unable or unwilling to do this electronically, you must sign and mail your paper agreement when prompted in CDX to the following address for account approval:

Launching NeT-MSGP:
Once your CDX account is registered with the NeT-MSGP program service in CDX, launch NeT-MSGP by clicking on your role on the MyCDX screen (shown in the red box below).

Accessing EPA’s NetDMR (for preparing and submitting discharge monitoring reports under the 2015 MSGP)

EPA requires dischargers to use NetDMR to electronically prepare and submit all DMRs under the 2015 MSGP.

Registering for NetDMR
NetDMR is separate from NeT-MSGP and requires separate registration. To register for a NetDMR account, click here, select your EPA regional regulatory authority, and click on the link to register for a new account.

Important note: For users requesting a “Signatory” role (i.e., ability to electronically sign and submit DMRs), the approval process requires you to mail a signed subscriber agreement to your NetDMR EPA Regional regulatory authority prior to accessing the system. Click here for more information.

Monitoring Requirements Changes
Your electronic DMR form in NetDMR will be automatically populated with your required monitoring parameters and frequency based on the information you indicated on your NOI form (i.e., industrial sector(s), discharges to impaired waters, applicable numeric effluent limits). Accordingly, report changes to your monitoring requirements (i.e., frequency or parameters required to be monitored) so your prepopulated DMR form in NetDMR remains up-to-date.

EPA requires you to report the following changes to your monitoring schedule by submitting a “Change NOI” form in NeT-MSGP:

  • For all parameters, when benchmark monitoring is no longer required.
  • For all parameters, when impaired waters monitoring is no longer required.
  • When 30-day follow-up monitoring is required because of a numeric effluent limit exceedance.
  • For Sector G only: When discharges from waste rock and overburden piles have exceeded benchmark values.

Reporting these changes in NeT-MSGP will trigger changes to your DMR form in NetDMR.

Once you fulfill your monitoring requirements for the permit term, you are no longer required to report monitoring results using NetDMR. If you have only partially fulfilled your benchmark and/or impaired waters monitoring requirements (e.g., your four-quarter average is below the benchmark for some but not all parameters, or you did not detect some but not all impairment pollutants), you must continue to use NetDMR to report your results, but you must report a “no discharge” for any monitoring parameters you have fulfilled.
