Grants and Funding

Disasters, such as hurricanes, tornadoes, and earthquakes pose potential risks to both water and wastewater utilities.  From past major disasters (e.g., Hurricane Sandy), utilities have suffered costly damage and a loss of service.  However, many publicly owned and some privately owned utilities are eligible for funds from various federal agencies to help recover from the disaster and to mitigate the effects of future disasters. The following tools and brochures assist water/wastewater utilities in better accessing federal disaster and mitigation funding.

Fed FUNDS is an intuitive web-based tool that provides tailored information for water and/or wastewater utilities to obtain information on federal disaster funding programs. Using Fed FUNDS, a utility can easily identify appropriate funding opportunities, gain insight on the application process, access customized forms to document costs, download successful utility applications, and contact utility funding mentors. Fed FUNDS features federal disaster funding programs from Federal Emergency Management Agency (FEMA), EPA, U.S. Department of Agriculture (USDA), Housing and Urban Development (HUD), and Small Business Administration (SBA). These programs are highlighted because utilities have had success in obtaining disaster funding from these programs.

Public Assistance for Utilities

    This brochure provides information about the eligibility of water and wastewater utilities for disaster funds under the Federal Emergency Management Agency’s (FEMA’s) Public Assistance Grant Program.  It also covers the Public Assistance application process and answers questions with tailored information for water and wastewater utilities.

US EPA State Revolving Fund Programs

  • Drinking Water State Revolving Fund (DWSRF)
    DWSRF provides funds for states to help PWS systems finance infrastructure improvements, including increasing a utility’s resiliency to disasters. In fact, after Hurricane Sandy, Congress provided supplemental funding through the DWSRF to enhance resiliency of impacted water utilities in New Jersey and New York.

  • Clean Water State Revolving Fund (CWSRF)
    CWSRF funds provides funds for states to help POTWs finance infrastructure improvements, including increasing a utility’s resiliency to disasters. In fact, after Hurricane Sandy, Congress provided supplemental funding through the CWSRF to enhance resiliency of impacted wastewater utilities in New Jersey and New York.
